  • Overview

    This position provides an opportunity to provide technical leadership for an internationally-respected, dynamic, and active team responsible for implementing a national environmental monitoring system. This system aims to establish, build, and maintain a comprehensive geo-environmental database along with an enterprise level GIS system for access, update, and analysis of the environmental data. The system will integrate nationwide real-time monitoring systems for marine, air, land, and subsurface environments into a nationwide decision support system focused on the human and environmental health of the nation.

    You will be expected to work with national and international scientific and management organisations to define and implement the system. Travel, both domestic and overseas, is to be expected. You will have responsibility for leading a large team to design, develop, implement, and maintain the ArcGIS platform that will form the backbone of the system.

    You will work closely with our customers, distributors, and partners in the Middle East. The goal is to make them successful by promoting the latest best practices in ArcGIS platform implementations. You will be part of a team that will serve the Esri community with platform configuration and project support in a dynamic and exciting environment.


    • Provide technical leadership on implementation projects: Proactively craft and propose solutions that clarify how GIS brings business value to address critical business challenges faced by customers.
    • Be a thought leader: Advance how Esri’s technology integrates/interfaces with our customers' vision and translate system requirements into software architecture and design specifications.
    • Design enterprise GIS systems: Leverage experience in the implementation of Enterprise Information System (EIS) frameworks and platform architectures from requirements including IT and GIS strategies, cloud patterns, security, scalability, and licensing.
    • Advise customers: Work closely and actively with customers and partners to identify, design, and certify key GIS workflows for the ArcGIS enterprise platform.


    • 10+ years of experience in IT or GIS
    • 5+ years of experience designing and leading GIS projects
    • Experience in platform architecture, solution design, project envisioning, planning, developing, deployment, security, identity management frameworks, cloud, and scalability
    • Experience with Oracle; Microsoft SQL, PL/SQL; and/or other RDBMS and Windows, Linux, and/or other server environments
    • Programming and scripting experience with Python, JavaScript, and/or HTML5 (modern web frameworks)
    • Knowledge of geospatial and mapping concepts such as spatial analysis, map projections, etc.
    • Experience with current technology implementation patterns including service-oriented architectures and cloud hybrid configurations
    • Professional excellence in technical consulting, solution design, project envisioning, planning, developing, and deployment
    • Strong, persuasive communication and presentation skills
    • Ability to clearly communicate technical ideas, both verbally and in written form, whether to customers, executives, or other technical or non-technical peers
    • Ability and willingness to travel within the Middle East and Africa; ability to secure visas for travel within these areas
    • Exceptional interpersonal, written and verbal communication, and presentation skills (English and Arabic required); submission of TOEFL scores is encouraged
    • Bachelor’s or master’s in geography, computer science, engineering, mathematics, GIS, or a related field 

    Recommended Qualifications:

    • Certification for AWS Certified Solution Architect or MCSE Cloud Platform and Infrastructure or equivalent
    • Esri Enterprise System Design Certification
    • Knowledge of real-time GIS, big data analytics, geoanalytics, geodesign, 3D, and open data
    • Knowledge of integration of other enterprise systems (e.g., ERP, EAM, CRM, SCM)
